The Callcutt Review of Housebuilding Delivery

Mark Coulshed has 30 year’s experience in the Civil Service working in a series of high profile policy areas including sustainable communities, Local Government reform and finance, regional policy and railways strategy. His most recent post was as head of Sustainable Buildings Division at the Department for Communities and Local Government.

Dorothy Fenwick has extensive experience in leading and managing Press/PR and Marketing Communications mostly with a number of public sector organisations.

Until recently she was Head of Corporate Communications with English Partnerships, the national regeneration agency and previously held senior Communications roles with Railtrack/Network Rail, Scottish Homes, the national housing agency in Scotland and the Scottish Development Agency.

A former journalist, she has recently established her own communications business.

She is a Non- Executive Director with the Scottish Government.

Judith Harrison’s career has spanned the private, public and social sectors. From an initial career in Process and Business Management in the private sector, followed by a period of living abroad, she obtained a post graduate diploma in Social Administration at LSE in 1978. She then worked in LB Southwark on Housing Policy and Development, where she also completed a part time MSc. In Policy Studies. In 1992 she moved to the Investment Division at the Housing Corporation, co-ordinating a series of national initiatives and special projects. Following the publication of the Egan report ‘Rethinking Construction’ in 1998, Judith helped to set up The Housing Forum. She was appointed its Project Director in 1999 and its Director in 2003. She left The Housing Forum in February this year to join the Callcutt Review team.
